Do consultant provide only neutral advice?

Nowadays, consultants have a very big influence on the key decisions of important companies across the world. In theory and in ethics, they should provide neutral advice which will help the client reach the ends of the project. But in practice a lot of other factors can interfere such as money, constraints etc.
Can we still talk about neutrality when we talk about the advice of a consultant? What is Is there more than being objective?
