Driving licence from another EU country

Hi all,

my all documents including my driving licence have been stolen in Milan last month. The driving licence has been issued in Bulgaria and I live in Milan. According to the EU law I have to issue the new one in the country where I live (if EU country). I got a document from Bulgaria that confirms that I had this driving licence and it is not valid anymore because it has been stolen. This document is translated in Italian and legalised in Bulgaria. The Italian "Ufficio di motorizzazione" told me that I need to get this document - although legalised - translated and legalised from the Bulgarian Consolate in Milan. But the first one is valid for EU. Does somebody know if that is true as it is not so easy to request and get it?
