EU to reduce spending budget

So the EU has finally arrived at the decision that it is subject to the economic crisis, and will therefore reduce its spending by approximately 1 trillion (GBP).
What happens, the Socialist cadre demand a secret vote so as to amend the decision and veto the cutbacks, which every business and government must do to survive. I want the EU to work, but sometimes it is starting to remind me of the forner Soviet Politburo.
