Help from any Venezuelans about atm cards?

Hello, I am wondering if there are any Venezuelan expats who could help regarding being able to access their bank accounts in a new country? My Girlfriend lives in Venezuela and has a bank account with Mercantil Banco with a Maestro debit card, I am wondering if any Venezuelans in different countries were able to access your own bank account while in a different country? The bank said is not possible, but the I have my doubts seen as she has a Maestro card, but just asking for peoples experiences with Venezuelan banks and being able to access your money in a new country?
