How do you feel about panhandlers and the homeless

In our everyday busy lives we often encounter panhandlers, many of whom live on the streets of our major towns and cities. Do you acknowledge them? Provide them money or offer them food or drink? Do you feel indifferent? Did they orchestrate their own fall from grace? Are they bums that just need to be locked up? Do you feel you can make a difference?
I was raised with a social conscience. I believe that I'm obligated to help those in need since I am able to navigate society and enjoy some level of success. Maybe you feel otherwise?
