How to become fluent in Spanish?

Hey fellow expats,

I have been living in Santiago, Chile for the past year. Despite having spent almost two years learning Spanish through mobile apps like Duolingo I still find it hard to make even basic sentences. I speak Spanish with locals whenever I can and also listen to some podcasts every now and then.

Did anybody here have the same problem? What have you done about it?
