I need a advice please

My Sister is married with a German since Protected content non of us is staying in Germany..Please i want to know,is there something i should do to break this yoke cos i really want to see where my Sister is married to..I have tried 4 times to obtain a visum but the Embassy do refuses my Visum..What do i do please? I need a help and advice please
