Is procreation a human right?

Does everyone have a right, regardless of the circumstances, to have children?

I was watching a news report last night (I won't say where the reporter was). He was interviewing a woman who was struggling to look after five children and was asking for state help. This woman didn't really have a resources (money, mental health, family support) to support one child never mind five and never did. One or two might have been an accident but five? The children can stay with her in dire poverty or are taken by the state and we all know the problems there. It seems to me that it is the children that suffer most in this situation. These children will have 1/5 of a tiny chance in a world where they compete with others who have a far better start.

Is there anything the world can do about such situations?
