Keep USA residency for college application purpose

Hi, We live in Mexico. My daughter is going to university soon and I would like her to have the opportunity to attend a state university as in-state (for tuition purposes) in at least one state. I am considering filing my taxes with my parents Michigan address. If I spend the majority of my time abroad, does this have legal ramifications?
