Latest update on obtaining Dubai visa?

Hi there,

Could anyone who has travelled to Dubai recently please clarify the following:
1. Is the e-visa is still mandatory? Or can we obtain visa on arrival at the Hatta border?
2. When applying online, how long will it usually take for the visa to be issued, from the date of applying?
3. In the event of any emergencies, is there any way to obtain an express visa to Dubai?
