Making the move from U.S. To Chennai, India

I am retired and will be moving to Chennai in October or November Protected content . My goal is to give back and volunteer wherever I can be of help. I've been reading many of the posts and wonder where this ECR area is. If I Just ask an OLA "cabbie" to drive to this area will they be able to? I want to rent in an area where there are other expats. What is the best way to go about the actual renting part? Can anyone help me?
