medical tourism question

Hi, I am US resident and I am looking for hip replacement surgery for my mom in Belgium. I got couple of web articles in the past that Europian countries, especially Belgium has a very reasonable cost in terms of medical surgery. Since my mom does not live in US, it will be too expensive to get this kind of treatment and simply financially impossible for me since she is not qualified for good medical insurance. Is there any further lead can be made? I have a very generic idea the Belgium is a popular destination from other Europian countries for medical tourism however from this point now on, I am interested in knowing and research details, which hospitals, costs, any special good web forum etc. available where I can ask more specialized question.
