Permenant residency

Hi Everyone,

I am a US citizen and am married to an irish woman who is working for the european commision in Germany. She is still an irish citizen despite residing in Germany. What would be the best possible route to take to apply for permant resedency in the european union? Neither of us speak german fluently and will both be living in Bonn.

Any help here is greatly appreciated
