Profile picture policy, one of IN's bias policies

I have just received this message from IN QAT. I would like to raise the awareness in the global communities about selective preferences IN has been demonstrating and the reasons behind them.
My query is: there a member in the Hong Kong community using a sexually seductive profile picture without her face and making explicit comments on forum for hook ups and she got responses! So, if IN policy cannot tolerate profile picture without " provide true and accurate personal, social, and professional information and shall not post on InterNations Websites any photographs identifying the user which are older than three Protected content or on which the user cannot be clearly and plainly recognized.”
How do QAT know if members' profile pictures are within 3 years old?
Is IN an adult dating website? If members have certain needs, go to some adult website such as Madison.com please!
