Richest country with poorest people

Today I was walking in Babylon streets; this city which was the capital on learning and knowledge to the whole world in the ancient times ,the city where the Cuniform writing invented, the city of the hanging gardens "one of the 7 world wonder" , the city where the first law in the history,"law code of Hammurabi" ,I found it like a big garbage place,streets are just like lakes because of the rains in the absence of swage channels,no gardens no law .why? We are rich but we are pore? Why? Is Saddan thecause? Is America is the cause? Is Islam is the cause? Is oil is the cause? Or the inhabitant are blamed? I'm Very Sad. I can't figure out why we are one of the richest countries but the poorest people?
