Should religon be "progressive"?

The recent vote on whether women can become bishops in the church of England seems to me an example of the age old dilema for religious people: Should religon stick firmly to traditions and scripture or should it move with society/science? Put another way, should religon be something that changes or not?

I don't have a strong opinion either way as I am not religous. I just find it an interesting dilema.
