Should there be two oil prices - one for rich countries, and one for developing countries?

Hey folks.
i attended a lecture last night on peak oil and the possibility that the oil supply will start to run out in Protected content . Though i dont want to discuss this issue, the talk did conclude that higher oil prices should bring a drop in demand in the west - but they failed to mention that this would also cripple developing countries.
This reminded me of President Chavez cunning plan to have two oil prices, one for rich countries and one for poor countries.
I think this is a cracking idea, it would help poorer countries to continue to develop, and also put the squeeze on rich countries to cut down consumption and also develop new technologies to replace oil.
I propose 150USD per barrel for rich countries and 25USD for poor countries.
