some members send us spasm requests

Lately, i have received several requests from members, that wish to co-operate and allways ask for money , and offcourse, this is not correct and they do not respect other members. is an excuse to "crab"your money INTERNATIONS, need to have a complaint-department for spasm and for those members that use Internations for a non-ethic aim.
What is your opinion to that?
