Type of the Fiber Optic Cable

Dear All,
First of all, Happy New Year and Merry Christmas.

We have a Utility Tunnel 9 km long, separated two parts as Dry and Wet Tunnel. Tunnel will serve wet (Potable Water, District Cooling, Pneumatic Waste Collection,etc...) and Dry Services ( Telecom, Fire Alarm, CCTV, Power, 111KV, 66KV, etc...) the each Plot in Lusail City Project which is on west coast side of Doha-Qatar.
Mutlicore Single Mode Fiber Optic Cables will combine Telecom, SCADA, CCTV, etc... services and services will be collected in Lusail Command Control Center. We are running this Fiber Optic cables within the Cable Trays in the Dry Part of Utility Tunnel.

We have a concern about the armoring of the cable. Is it necessary to use Armored Fiber Optic Cable or not? Tunnel is 10 meter below ground level. What is your advice according to the Standards or Best International Practice.
