Urgent question: visa India

Hi all,
As a Dutch citizen I am unfortunately not eligible for a visa on arrival in Delhi.
So I am looking to get a tourist visa for India at the Indian Embassy in Phnom Penh, would I be able to get one straight away monday morning and fly out in the evening?

Would anyone know if the Indian Embassy is open on monday and at which time (considering it is Diwali).
