URUGUAY - Has anyone lived or done research on it?

Hmmm - I just saw a thing that the president of Uruguay gives away 90% of his salary to Charity. I LIKE that consciousness!! I'm happy as of now in Costa Rica, but I also like to keep options open for the future (just in case - ya never know) so I'm wondering if anyone here has either LIVED in or done research on living in Uruguay??

I literally know NOTHING about it (JUST saw the story) so I'd LOVE to hear your take - ESPECIALLY WHY you left if you have or know someone that has.
