US building a wall in Sadr city - is that going to help?

Just read the following article titled "US Begins Erecting Wall in Sadr City"..

"Trying to stem the infiltration of militia fighters, American forces have begun to build a massive concrete wall that will partition Sadr City, the densely populated Shiite neighborhood in the Iraqi capital."

Hasn't history shown us that building walls doesn't solve problems? Or is it different with this one because the purpose is different? How do you see it?

I'm in general no fan of building separation walls, because it keeps people out AND it keeps people in... still not sure about this one.
