WHERE IS THE "BEST?" COUNTRY TO LIVE FOR EXPATS ?

Of course "best" is very relative as it depend "according to whom ?", correct ? and
should correctly also be categorized as "Best Country to Live" for:
1. Families with kids in school, who must still make money to live ?
2. Single, Independent persons, who still must make money to live ?
3A. Retirees who no longer need to make money to live with a large passive income ?
3B. Retirees who no longer need to make money to live with small passive income ?

I -and surely many other expats too- would be very eager to hear opinions based on facts and experiences.
