Where to live? Costa Rica, Spain, Ecuador or NZL?

Hi everyone,

I am a French Canadian entrepreneur. My wife is Russian and we have a daughter of 5 years old. Temporarily, we live in Turkey but we want to move to another country for good. We are able to settle in any country we want. Below is a list of our criterions. Can you help us choose our new home?

1. Private and high-quality health system. We prefer to be able to see a specialist in the same day
2. Safety
3. Friendly people who welcome foreigners. It is preferred that locals don't make us feel "foreigner". We are willing to learn the local language
4. Good quality of education
5. Leisure options and beautiful environment
6. The quality of air, water, etc...
7. Cost of living is not a problem
8. The quality and availability of childcare
9. Family and moral values.
10. Reliable judicial system
11. Climate can be cold, be we prefer a mild climate and possibility of swimming. They are not must, though
12. Sufficiently good infrastructure. No electricity cut or water shortage
13. No constant natural disasters

I am aware that it is not possible to find a country that satisfies all expectations. Which country (and city) would be the best? The most important factor is #1, followed by #2, #3 and #12.

We consider Costa Rica, Ecuador, Spain and New Zealand but please feel free to suggest other places
