Which Intelligence Agency will "CAN" the ISI handlers responsible for 26/11 terrorist attacks?

On the second day of his testimony in the 26/11 attack trial in Chicago, David Coleman Headley's diary mentions the names and Pakistani phone numbers of Major Iqbal and one Major ‘SM’ (apparently a code name for Sajid Mir). The diary also has the names of key JuD operatives like Abdur Rahman Makki, the deputy of the outfit’s chief Hafiz Saeed.

During the first hour of the testimony on the second day, federal prosecutors were trying to prove that Headley had direct communication with Rana and his handlers in Pakistan — Major Iqbal, Sajid and Pasha. He was asked about several emails he sent to all of them.
