Which one is go first? (Yangon)

Hi Folks,

I'll visit Yangon on this May and would go to some cities. IF I go with below plan, which one to start?
- Yangon : Shwedagon Pagoda - Protected content height
- Bagan : Protected content
- Mandalay : cultures & traditions
- Inle lake : cooler and drier.
- Golden Rock : sacred place. 3rd important Buddhist Pilgrimage
- Monywa & M Rau U : Temples
- Kyaing Tong : interconnected to the golden triangle

It seems that Bagan in Mandalay (?), I only have 1 week to explore those places. Is it enough? I'd made lil researches for transportation and it's stated that bus is slow and train is slower - is that true?
