travel and visa (Zagreb)

is that what we called, one world and to be open society!!!!
i just find out that bad law and birocracy is all over the world, like my case, i try to visit croatia, and to do that, here what they told me, two visa?? why, visa to croatia, and visa to turkey, is that possible...why we just find out new terms, and make people more closer, and change experience...
