Utilities in Zagreb

Hi everyone.

Currently living in Zagreb, Kamaufova ulica in a 60m2 apt. Have not been using heating for the whole month but the landlord charges Protected content for the month of February.

Don't think the amount is reasonable. Anyone care to advise what's the average utilities bill and how I can go about to verify the utilities figure?
