Right to Remain (Accra)

Hello,

I am an African American woman who is strongly considering moving to Ghana. I would like some information about the process. I heard there was something called "The Right to Remain" that people of African descent could apply for but I heard it's only been granted so far to Rita Marley.... I plan to visit next year and if I decide I would like to stay, what steps must I go through?
1. As an African American with an American passport will I need a visa to come as a tourist?
2. If I decide to stay and apply for the Right to Remain, what can I expect? Has anyone sucessfully done this?
3. I heard bureaucracy there is a pain. What has people's experiences been like filing and obtaining permanent residency?
4. How easy will it be for me to rent a one bedroom or studio apartment?
