adoption of orphans (Addis Ababa)

Hi all!
I'm looking for information on how to go about privately adopting orphans . we are Americans currently living in Cairo Egypt and want to grow our family through adopting .we don't want to go the long route of going through american agencies due to the extremely high fees. If any one knows who we could contact for advise I'd greatly appreciate it!
We have no plans of returning to the states anytime soon so going around the immigration process would not be a problem at this time.
