Motor Cycle License and Motor Cycle Purchase (Addis Ababa)

Soon, I'm going to be living in Dire Dawa. I'll be there for a while. I know the dangers of motor cycling in Ethiopia. However, I am seriously considering getting a motor cycle for getting around town. Questions: 1. Can I get a motor cycle license in Ethiopia? Where? (I don't have one here in the US) and, 2. Is there a good place to purchase a used small motor cycle in Addis? Thanks
