Visa to Cuba as an Israeli (Beijing)

Dear all,
I am helping with a friend of mine on the toursim visa to Cuba. He is an Israeli, working in China. and he play to go to Cuba from 5th to 13th of Oct .
Please kindly suggest me what to do or if you have close friend or agent who can help to get him a visa in this case!
