Running and best phone company (Bogotá)

Greetins again,

I'm wondering if there's a running club or group of runners that hit the roads once or twice a week. I'm looking to keep that up while in BOgota for the month of May.

Also, can someone please recommend a phone compnay to go with? I have my own phone and looking for something economical that can give me internet access. I'm in Colombia for a total of 3 months. Does it make sense to go with a pay-as-you-go plan?
