Trying to relocate to Dublin

Are there any American Expats that can help me out? I am wanting to relocate, but not sure how to navigate the process. One of my colleagues who is from Romania told me my American Resume won't work that I have to change formats. Did you have to do this? I am in IT and already know that I should easily qualify for a work permit, but don't want to send a resume that will get ignored for formatting.

Also, I am curious to know what areas are safe for a single woman to live and commute from.
