Depending on Social Security and the VA for income (Guadalajara)

As we prepare to relocate to the Lake Chapala area; as we expect to live on our Social Security and VA Pension incomes, we are concerned that if the USA continues to decline into chaos we could lose those incomes and we would be stranded.
Do any of you ex-pats have similar thoughts? Any comments?
