Renting a car vs driver vs public transport? (Harare)

I will be in Harare for 3 months, and it seems like I might need a car. Any suggestions on renting one? Cost? How easy is the process as a foreigner? Difficult to drive there? Parking?
What about the cost and feasibility of hiring a driver (who has his own car)?
Or should I just try public transport?
