Getting a H1B visa stamp from Canada/Mexico? (Houston)

Hey friends - I'm on a H1B visa here in Houston, and rather than travel all the way around the planet to get a new H1B visa passport 'stamp' in my home country of Singapore, can I just go to any US embassy outside America? Eg Canada, Mexico, somewhere in the Caribbean?
