Boats from Delaware (Istanbul)

When I was walking along Bebek's marina today I noticed that there were at least 8 boats/yachts from Delaware with the American flag. Does anyone have a clue what they are doing here? Have they simply been built there and sold to boat owners in Turkey? Or are many Turkish people living in Delaware and spend their summers on their boats here? Just curious.....
