Certificate of change of residence (Istanbul)

Has anyone heard of - or better obtained - a Certificate of Change of Residence when leaving Turkey ? I was told by the shipping company to obtain this from the British Consulate in order to avoid paying duty when moving to Spain, but the consulate has never heard of it and neither have any of the other agencies I am working with !
