Importing Goods tax (Istanbul)

I'm going to import some things from the USA. Does anyone know for sure what the minimum threshold is to avoid paying duty, VAT and special consumption tax?
I've read that it's 75EUR, but another friend has told me it's 100EUR. I tried looking through gtb.gov.tr but i couldn't see anything mentioning this. I'd like to get the final word. Thanks
