Question on Turkish Sim (Istanbul)

Hi. I got a pre-paid turkish sim card but it expired after one month and they tell me I have to either buy a new sim or go to the tax office to get my tax number. Is there no way for a non-resident to have a phone number that doesn't expire and that I can just top up whenever I like?
