Setting up Utilities?? (Istanbul)

I am renting a flat in Moda, Kadikoy through a real estate agent. I have been living here for 3 months and have successfully (although not easily) set up accounts for gas (through Dogal) and telephone/internet (TurkTelecom and TTNET).

Due to much miscommunication, I thought I would not have to set up accounts for water or electricity. Both companies came to shut off their services last week and I managed to stop them for now. How do I set up accounts for water and electricity? I know I need to go to ISKI for water, but what company do I work with for electricity? Where are they located? What do I need (paperwork, etc.) before applying for an account? Do I set up an appointment? Or can I just go to wherever they are located?

My Turkish is minimal, so are these things I can do on my own?
