Over Stayed My Visa (Kyiv)

Hi Guys, I recently over stayed my visa in Ukraine. There was some confusion with the Protected content rule! Anyway; I now understand the Protected content rule.
My question is this:
I was in Ukraine with a free visa, I have been told that by applying for a paid visa I can return to Ukraine before the lapse of 90 days which would be required to return with a free visa.
I do not want to apply for a visa at the Ukraine Consolate if it may be the case that I would be rejected because I had over stayed my visa and been penalised!
Could someone please enlighten me?
Can I apply for a paid visa with a personal invitation without the risk of being turned down because of my overstay, my over stay was 5 weeks!
