Attitude to animals in Portugal (Lisbon)

I am living just outside Sevilla and am thinking of relocating to Lisbon but before doing so I wonder if anyone could inform me of the attitude towards animals in Portugal. The reason I want to leave Spain is the sickening cruelty towards animals here galgos hung/shot/abandoned when no longer useful ordainary dogs and cats starving to death in towns shunned by the local (there are a few that are kind but not many) So I was wondering if anyone could tell me how Portugal is with animals I would like to live where there is sunshine but cant stomach what is going on around me any information would be really appreiciated
