Income Taxes in LA? (Los Angeles)

Hi everyone,
Im having a little difficulty deciphering the income tax rates for LA. Can anyone assist me here or at least point me in the right direction?

The IRS website is just confusing - it looks like there are several income taxes that I need to take into account and I just don't know what they are or where to find them.

For tax purposes, I will be classified as a resident alien.
