Canadians advise me please (Manila)

I am a Canadian living here going on 4 years, I am here with my Filipino wife, it is time for me to travel home only for a visit and then return. I have been trying to get a Visitor Visa for her from the Canadian Embassy in Manila, but there same old answer is to visit the website they direct me to and it is applying for Permanent Resident, this is not what we want or need, we are only interested in a visitor visa, there must be such a thing or does the Canadian Embassy only allow For me to apply for the Permanent Resident.
