German-Filipina wedding (Manila)

Does anyone here knows what to do and what are the papers should to get both parties? i need it for a friend that wants to marry a filipina there in philippines,what he needs to do and what the woman should also to do. they will make it in civil and how long should it take to make the status of the woman will be change officially there in Philippines?
