Working visa for Romanians (Manila)

Hello! I am Diana, I'm from Romania and I'm going to move to Manila in two months. The things is that Philippines doesn't have an embassy in Romania. So how do I get my working visa? And how much does it cost?
Does anyone know? Please do share :)
I am buying everyone (who can help with some information) a coffee in Manila :)
