registered charity working in El Salvador (San Salvador)

I am involved with a Canadian Registered Charity and visit San Salvador at least once a year to volunteer in a school there. We have recently established a scholarship for a student to attend university. Transferring funds is problematic and expensive. It is my understanding that I wouldn't be able to open a Scotiabank account in El Salvador because I am not a resident. Is this correct? Any suggestions other than Western Union?
