Apply for visa while being in Brazil (São Paulo)

Hi all!.
After living for about a year in SP, together with my Brazilian partner, I want to stay longer. We're wanting to apply for a partner visa, based on the união estável. Unfortunately Policia Federal is not being very helpful.
Does anybody know where I can find what's needed to apply? And where I can apply here in Brazil?
